As a Labour Contractor (proprietary concern) operating in Bangalore with less than 100 workers on contract, is it necessary to register with:

a) Shops and Commercial Establishment Act and/or
b) Labour License
or both?

We do not plan any trade in Goods.

Yes, sir. You need to take both the Registration Certificate under the Shops and Establishment Act, and if you have engaged in contract work, then the License under the Contract Labour Act.

CLRA, Shop Act, LWF, PTRC, EPF, and ESIC registrations are mandatory for contractors.

You have indicated that you are engaged in a Labor Contract with fewer than 100 workmen. Before providing the service of supplying manpower, you must register your proprietary concern under the Karnataka Shops & Commercial Establishments Act, Professional Tax, ESI, EPF, and GST. If you are supplying more than 20 workmen, the principal employer will issue Form V, and you will need to apply for a license under CLR & A.
