Transitioning from State to Central Government: How to Handle Gratuity Eligibility Issues?

Sir, I was working at Karnataka State University, which is governed by the Karnataka state government rules. I had been in service for 9 years and 7 months. I resigned and joined the central government. Now, the university says that I should have completed 10 years of service to be eligible for gratuity. My current central government employer says they need confirmation of the gratuity to settle my accounts. Please help.

Sir, there is a term called technical resignation used for employees working in government service who wish to transfer to another government service for any reason. However, the condition is that you must obtain permission for the transfer, and in this scenario, the previous service will be counted towards the future service.
