Years of service required for a state govt employee to claim the gratuity?

Sir, I was working in Karnataka State University which is governed by the Karnataka state govt rule I had put in service for 9 years and 7 months. i resigned and joined the central govt. now the univ says that I should put in a service of 10 years to claim the gratuity. My present central govt employee says they need to get the gratuity to settle my accounts.

Sir,
There is a word technical resignation. This word is used for employees who are working in government service and want to transfer in another government service at any reason, but condition is that you must take permission for that service. In this condition previous service is counted for future service. You have to just put technical resignation. kindly read your establishment books or circulars.
