The attachment is not a screenshot of the employer portal but of the employee/member portal. The question here was all about how soon an employer should update or mark an exit. This can be done by the employer on the next day itself by logging into his portal, i.e., the employer portal. Simultaneously, if the employer is not granting an exit to an employee, he can "mark exit" through his portal. This action can be taken after a two-month waiting period. The screenshot supports this process rather than the employer's action of exiting an employee.
Now, as to why the employee portal restricts marking the exit for two months: the withdrawal of PF can only be done two months after leaving an establishment, not when joining an organization where the PF applies. If an employee maintains membership with the same UAN but has different PF member IDs (which change with each employment change, while the UAN stays the same), this question would not have arisen.
