What kind of training that a manpower supply organisation can give? If you have training schemes for them, you can also take apprentices under the Act. But it should not be to defeat certain other laws which confer certain rights.

Suppose you take some apprentices and supply them to Company X where they are asked to do overtime. Who will be responsible? You or the Company X? If you hire Security guards as apprentices and send them to Company Y and they are asked to do night shifts, who will say No?

Apprentices are not suppose to do overtime and work during night shifts. There are similar restrictions on their engagement. It is not just paying a stipend fixed by the government which is less than the statutory wages or the engagement does not guarantee any permanent employment that should make the system attractive.
