Understanding Minimum Wages for Security Guards in Mines and Factories: State vs. Central Rules?

The factory and mines are in close proximity (other than Maharashtra). Please guide us about the minimum wages applicable to the security personnel in mines and factories, i.e., whether state minimum wages apply to factories and central minimum wages apply to mines? If guards are interchangeable then?
