An employer can give a Vigilance certificate in the education industry to an employee? If yes, then please let me know the format

Vigilance Certificate is a practice in the government organisations/ PSUs. Once you issue such a certificate it means that no vigilance query is in process or contemplated against the person being given the certificate and it is issued by the Vigilance Department.
