An existing member of PF, while joining a new establishment, should be given coverage even if his PF qualifying salary is more than Rs 15,000. That is why we are collecting Form 11, in which the employee joining will declare whether he is an existing member of PF or not. If yes, what is his UAN, etc. On the other hand, if he declares that he is not an existing member of PF, then you can decide whether to cover him or not if his salary exceeds Rs 15,000.
