Technology for employee management who are spread across the State.

My company's employees are spread all over Gujarat and we are looking for a technology which can help us track the employees at various sites. The Biggest problem is in many of the sites mobile phones are not allowed or biometric.
Please help me with suggest for a way out of the problem.
