Left Job Without Resigning: Can I Use Only HR References for My New Role?

Hello, I left my job two years ago without resigning. My relieving letter is currently in process with that organization, and they have agreed to provide me with references. However, the issue I am facing is that I only have references from the HR department as I did not have any work responsibilities during that period. My new organization is requesting three references. Should I provide three references from the HR department?

Using HR references is of little use. Can you not mention some persons who were the department head or your boss? You mentioned a gap of two years; there would be some persons whom you can quote as references for this period. At any rate, any recruiter would be curious to know what you were doing then. If nothing works, then use HR references.
