Rules and guidelines regarding Factory Stability Certificate Renewal Frequency

I want to know the relevant rules/ section for Factory Stability Certificate Renewal Frequency. Some people say it is 5 years & some say it is to be renewed at the frequency of 3 years. Also, I want to know if we have factory licenses valid for 10 years, do we need stability certificate separately?
