Hi,

Leave availed before and after declared holiday needs to be considered as sandwich holiday in general.

But you need to check whether it would be applicable to your Region.

In factories act in India, sandwich rule is not applicable.
However, standing orders provide for it, so it becomes applicable.

You need to see a combination of :
Factory Act, Rules, notifications
Standing Orders (as applicable to your factory, by whatever name it may be called)
Any provision of terms of employment (eg specified in appointment letter)
Employee Handbook

You need to take the one most beneficial to the employee or the one that is designed to override the others
