Deciding Trainee Numbers in Textiles: Is There an Ideal Percentage or Limit?

What practices are followed to decide the number of trainees required in textiles (spinning and fabrics)? Is there any percentage or ceiling fixed? If yes, then what is the ideal percentage? Please advise.

The common requirement as per the Apprentice Act, 1961 is within a band of 2.5% to 10% of the total number of employees in the establishment. It shall comprise Trade Apprentices, Optional Trade Apprentices, Technical Apprentices, Graduate Apprentices, and Vocational Apprentices. The ratio system of one designated trade apprentice to every seven regular apprentices, as was prevailing prior to the amendment of 2015, is not in force, I presume.
