A multi-state co-operative society withheld earned leave of a retired employee. Where should the employee file a case for relief and recovery of the money?

The case should be filed in the city where the retired employee worked. Alternatively, it can be filed where the company's head office is located.

Before filing the case, speak to the labor commissioner and see if they will help you out.

I meant, which forum or court should such cases be filed in? Should he file a case in the civil court or before the Registrar of the Society?

In general, the registrar of societies will not be bothered with labor matters.
