Dear Sridharan, Yes, you can, but you have to inform the Deputy Director of Factories (DDF) and the Labour Department for the same. Please note that if the Welfare Officer position is applicable in the unit to which you are transferring them, you have to appoint a new Welfare Officer for that unit.

So, I would suggest you hire a new Welfare Officer for the new unit as per the applicable law. If you make any decisions related to the Welfare Officer, you have to inform these things to the Labour Department in written form beforehand.
