I guess you could always tell the auditors that if the university fails to reply to your requests, you will call in the police to arrest everyone for obstruction. :-)
In all seriousness, the university makes its own decisions about what they will and won't do. Is there anything in the Indian legal code that says they must answer your emails? I strongly suspect there is not.
Yes, it is unusual that they would not reply to a simple request for information, but that is their prerogative; you cannot force them. If the auditors are so concerned, tell them to fix the problem for you.
You might also consider the fact that the email is bogged down in bureaucracy within the university, and it will get answered in the fullness of time - their time, not yours.
