Is It Normal for TCS HR to Request Documents Before Discussing Salary?

I received an email from TCS HR requesting the upload of documents and current organization's payslips. However, we have not yet discussed the expected CTC or any final package that will be decided upon if I join the organization. Is this normal, or am I being misled?
