It is 16 years as the service exceeds 15 years and more than six months. As per Section 4 (2) of the PGA, an employee is entitled to gratuity for every completed year of service or part thereof in excess of six months.
Hence he has not completed his service 15 years and 6 Months. So he will be eligible for 15 years not 16 years
