Is Shop act license required for MLWF registration?

Hi,

Is a Shop Act license required for MLWF registration? If a company doesn't have a Shop Act license or Factory license, can the company pay MLWF half-yearly returns?

No establishment will legally come into existence without a factory license or shop license. How can you run an establishment without any of these basic documents?
