There are 2 ways to do it.

Rule 27: Annual Return

Every employer shall upload the Annual Return in Form 'R' on the website (https://lms.mahaonline.gov.in/) within two months for the year ending on 31st December. A print copy of the same may be furnished as and when demanded by the Facilitator.

In case you are not able to log in due to a glitch on their website, visit the respective municipal ward office and submit the documents to the S&E departments personally. Ensure to take an acknowledgment from them on a photocopy of the covering letter while submission.
