My first point is have you discussed this providing lunch at the office by cafeteria on a monthly fixed amount of Rs.1,100.00 irrespective of number of days they eat or even if they are on holiday they will have to pay?
What was the suggestion and staff points on this?
1. If you deduct just Rs.1,100.00 per month not bothering about the opted person is really ate it for the full month is not correct. There should be a number of days option 15 days and 30 days (1 to 10 days will be counted as 15 days) and 20 days will be counted as 30 days) Here staff are at liberty to donate it to others staff to use it in the absence of opting staff is on leave.
2. Unless this is checked I don't think it is a wise idea to deduct Rs.1,100.00 per month, but to be made with an option of half a month and full month.
Be it as it may:

As discussed with you all staff we are pleased to inform you that Lunch is available at the Cafeteria between from 12.00 noon to 2.30 pm. The time gape is provided so as to all the staff conveniently take their time to have lunch in the office Cafeteria.
As per discussion a monthly Cafeteria Lunch Charges of Rs.1,100.00 will be deducted from the staff who have opted for it.
There is also a general Lunch availability at Cafeteria on a daily basis at a price Rs.000.00 if extra lunch is available-subject to availability at 2.30 pm. This is subject to availability which is to be checked at the Cafeteria.
