Is It Legal for HR to Withhold Relieving or Experience Letters from Employees?

Please advise on whether the HR department should refrain from using a trump card when issuing a Relieving Letter or Experience Letter to employees. Is this legally valid?

Hi, if the employee is being relieved properly, then HR doesn't have any right to hold back the relieving/experience letter.
