LEAVE POLICY FOR START-UP COMPANY

I am working with a food manufacturing start-up company with having total employees in number 10 for Odisha state. what is the most appropriate leave policy ( how to set exact CL and SL and all other leaves plus how much leave to avail per month to an employee)?
