Are you referring to the ESI Act of 1948 or something else? The notified areas of ESI are available with them; you can obtain a copy by paying the required fee. If the ESI facilities exist anywhere in the locality/city, it suffices as a notified area.

Approach the local ESI Office and request a copy of the notification of the local areas included. If they are not obliging, submit an RTI Application. They will have to provide it within 30 days.
