Are you referring to the ESI Act 1948 or anything else? The notified areas of ESI are available with them, you can get a copy of it by paying the required fee. If the ESI facilities exist anywhere in the locality/city, it suffices as a notified area.

Approach the local ESI Office and seek a copy of the notification of the local areas included. If they are not obliging, put up an RTI Application, they will have to provide it in 30 days
