If an employee takes two compensatory leaves between weekly offs, is the weekly off calculated as a paid day or not?

How are you allowing compensatory off to be availed at a stretch? Compensatory off is granted to an employee only if a person works on a weekly off day, and such comp off accrued shall be utilized by an employee within 2 months. Policy Suggestion You may devise a policy where comp off should not be allowed to be availed for more than 2 days at a stretch. In the given situation, you may allow the weekly off day as an off day as the employee has taken comp off only and has not been absent or taken leave without permission/intimation.
