Can I Use My Opening Balance for Privilege Leave or Only This Year's Allocation?

Hi, if I have an opening balance for Privilege Leave (PL) as 12 days and my current year 2022 is 20 days, then overall my PL balance is 32 days. At the end of the year, my organization gives the option to encash 8 days and carry forward 2 days.

My question is, for example, if my current leave balance is 32 days (12 opening balance and 20 for the year) and I have utilized 22 days, leaving me with a pending PL balance of 10 days (32-22=10). Am I eligible to use the opening balance leaves as leave, or should I only use the current year balance of 20 days? Does encashment apply only to the current year issued balance and not the opening balance? Please clarify.
