Applicability - For many how many workers we have to take labour licenses in India?

Hi all, Please share me, for many how many workers we have to take labour licenses in India? Need state-wise list of applicability. (State labour license for state works and Central labour license for National works i.e., doing works in NTPC, GAIL, IOCL, BPCL etc.
