This is a classic case when PE thinks that it is the responsibility of the third party only to take care about their employees and probably by not paying 3rd party on time by PE.
At the end of the day the concerned employee is working for the PE not for the 3rd party. If there is no response from 3rd party, PE should take care about the matter and address the dispute.
