The statutory limit is given in the Factories Act 1948.

Adequate and suitable washing facilities
Adequate and suitable washing facilities are to be provided in every factory (meaning 10 or more workmen, using power and engaged in a manufacturing process) (Section 42).

Canteen requirements
A canteen is to be provided where more than two hundred and fifty workmen are working in a factory (Section 46).

As KK has said, it is the Factory Act or the Shop and Establishment Act that will decide how many toilets are required, including their classification and facilities. Whether it is a private company, public company, or partnership is immaterial. However, I don't think you can have an office today without a bathroom.
