If out of this Rs 28000, the basic and dearness allowance constitute equal to or less than Rs 21000, then he should be paid bonus. You cannot take Gross salary for excluding him from Bonus etc and take only the basic pay for deciding the amount payable towards provident fund, gratuity etc.
