Is the IT, ITES establishments' exemption in Telangana applicable to non-IT/ITES vendors such as housekeeping and security vendors who are providing services?

I think it is pretty clear that the exemption is only for the ITES industry (from specific provisions of the Shop and Establishment Act, not the entire act). Vendors who are supplying services or manpower to the ITES industry are not exempt. They need to take the license and follow the regulations. However, things like working hours, the exemption in the notification will apply as it is not in the premises of the vendor. These sections of the Shop and Establishment Act are specified to a particular 'establishment'.
