Financial firm where I have to set up the HR department from scratch

Hi All, I have recently joined a financial firm where I have to set up the HR department from scratch. This firm has 25 employees. Culture is quite open.
Can you please advise me as to how should I go about it?

As this is a small firm, you need to systematise the operational aspects of HR Department functioning. First of all, get all the data on the number of employees, their background, career profile, compensation structure, career growth profile, grade-wise distribution etc. etc., Then look for the legal and statutory compliances like PF, ESI, Gratuity, Bonus, Shop & Establishment etc. Then comes the preparation of Policy documents like recruitment, standard designations, promotion policy, compensation structure, increments & bonus, Leave, discipline & punishment rules, superannuation policy etc. Create a folio for the Training and Development activities, starting with the training need assessment. You need to keep on thinking to make the HR function a strategic partner to the business. So try to understand the organisational strategy and try to integrate the HR plan to suit the same.
