You need to see the notification issued by the state government that applies to your society
It is issued every 6 months in most states.

You need to pay minimum wages as per the skill level and specified activity or industry in which you come.

Security Guards have a separate minimum wages.
Staff will be under skilled or semi skilled
housekeepers will mostly be under semiskilled
Manager will be skilled

Note, skilled or unskilled is not the nature of work as much as it is the ability of the person to do something that others can't do without supervision or training
