Contractor Labor License for Small Branches: Can I Take Form II for Multiple Locations in Telangana?

Dear Sir, I have one educational client who has eight branches in multiple locations in Telangana. Each branch has fewer than 20 members per day. In the coming year, can I take Form II from the client? Please suggest regarding a contractor labor license.

I believe in Telangana, if there are 5 contract workers, a license is required.
