Help me to prepare HR policy for a Service Providing Firm

Need to help to prepare hr policy for a legal firm ,

Dear Sir/Maam

My Self Jai singh I am working in road construction industry as Hr Executive in ranchi . my MD wants new policy like HR policy,medical policy,etc.So, sir, I have no idea about that Can u help me with that. I want to General HR policy like that Leave, Salary,performance,Late arrival/without info leave & Labour invoice format vendor invoice also required etc (Also form n format.)
