Deployment of sales personnel - What are the compliances needed to maintain for a principal employer & contactor?

We, (Registered office in West Bengal) have given a contract to the agency ( Reg office at Kolkata) to deploy sales personnel throughout the states in India. Accordingly, we have an agreement with the agency. What are the compliances needed to maintain for a principal employer & contactor? Is the sales promotion act applicable in this agreement? If yes then what are compliances are need do comply.

The sales promotion act applies only to specific industries, not to all

We are running bakery manufacturing industry. The Products are selling all regions in India.

Engineering industry is not covered under Sales Promotion Act.
