You need to decide what the rules and regulations will be for YOUR organisation. Everyone does things differently depending on the circumstances.
Formulate a set of rules regarding the process of signing on at the job location, along with the penalties for not complying. Communicate those rules to the workers, and job done. Train managers/supervisors to enforce the rules.
