Different Holiday Lists for Units Within a State

Can an organization based in one state have a different holiday list for its units in different parts of the state? I would appreciate some inputs on this.

Other than the national holidays like 15th January, May 1st, August 15th, and 2nd October, the holidays for festivals can be different for different branches depending on the religious and regional sentiments of employees in the branches.
