Setting Up a New Plant: What Statutory Compliance Steps Should HR and Admin Consider?

Dear Esteemed Team Members, I have been entrusted with setting up a green Project Midsize Wire Drawing Plant in UP. I would like to know that apart from the Factory Act, PF & ESIC formalities, what other points need to be checked and complied with from a statutory compliance perspective. Can anyone provide a tentative checklist for HR & Admin perspective while setting up a new plant?
