This is called Matrix Reporting wherein one Talent is reporting to 2 Managers. It is similar to Operational Reporting and Functional Reporting. Or Administrative Reporting and Operational Reporting and so on. It has its own merits as well as demerits.
If your Organization is keen to implement such structure, you may give an addendum to the Appointment Order of such Talent and include the below clause:
" You will be reporting in addition to your Manager designated already for all ......................( Mention here what type of reporting whether Functional or Operational), you will be reporting to the Director on all matters connected to .......................( mention here what type of reporting it is). This reporting changes will take with effect from........................( Date). All other terms of appointment contract remain unaltered.
