In any company such "bogus" documents are not encouraged in most of the cases. The suggested way is to first explore internal redressal mechanism first.
There may be Internal Audit Department / Help Line/ Corporate HR/ Top Management to go through such bad practices and to rectify. As you mentioned if it not working and these agencies are insensitive the option is to raise this as a compliant to the Inspecting authority under Payment of Wages Act. If you are a Factory, then normally, the Director of Factories in your area and If you are a Shop or Establishment then you may approach the Labour Enforcement Officer / Asst Commissioner of Labour for remedy.
