After opening any tech startup, first position to fill is HR or business operations or sales and marketing or technical team????

Dear Colleague,
In my view, the HR and the Business Operations both should be on-boarded so that they will structure the business further and on-board the required talents / put the business in move by suitably inducting the Tech Team and Marketing Team etc. This will be best possible start.
