Submission of scheme certificate without going to a new employer - unable to withdraw my EPS amount

Dear Sir, Kindly suggest a proper way regarding the surrender of the scheme certificate which has been issued unfortunately by the employer without my permission so that I am unable to withdraw my EPS amount. Once I have claimed for the EPS withdrawal but it was rejected showing the cause that the scheme certificate had been issued earlier. I have 7 years of the service period. So please assist.

Scheme certificate is issued by pf, for the EPS deposit, and the employer has no role in this, the employee can be able to surrender it after achieving 58 of age and avail pension, or can join another EPF establishment to add pension funds with it
