Is the labor cess applicable to us even if we paying ESI and EPF for the 20 employees?

We are a contracting company registered under ESI/EPF. We carry out specialized work for air-conditioning and low voltage for tender allotted to us.
Our query is, Is the labor cess applicable to us even if we paying ESI and EPF for the 20 employees who we have and out of which few are working on the tender
