Travel agency company didn't give relieving letter - from May 2020 because of COVID 19 our company not paying their employees

I worked at one of the travel agencies from March 2016. However, from May 2020, due to COVID-19, our company stopped paying its employees. As a result, I resigned from the company on 25 February 2021, but I have not yet received any documents. I have called the head of the department, but no one is responding. When will they arrange my documents, and how can I collect them? Please suggest what I can do now.

You may send an official letter to HR referring to your resignation. If you still don't get a reply, send a lawyer's notice.
