1. In which zone does the NAINA Region fall under the Maharashtra Minimum Wages Notification? As per my knowledge, in Maharashtra, different DA is declared for different industries. You have to check which category (Industry) and zone your factory is related to.
Zone I: Comprises areas falling within the limits of all Municipal Corporations and industrial areas within a 20-kilometer radius from all the Municipal Corporation limits.
Zone II: Areas falling within the limits of all “A,” “B,” and “C” Grade Municipal Councils and Cant. areas.
Zone III: Comprises all other areas in the state not included in Zone I and Zone II.
Appropriate government determination
2. If the appropriate government for the area is the "Central Government" (because you mentioned the Airport Authority Area, and generally airports come under the Central Government), then the Minimum Wages will be based on the notification issued by the "Chief Labour Commissioner (C)."
There, the MW is defined based on industry, skilled category, and zone (A, B & C).
So, first, you have to check who the appropriate government is; accordingly, further clarification can be provided.
