You need to elaborate your query in detail, then only the seniors can give adequate clarification.
There could be two aspects of your query:-
1. In which Zone the NAINA Region falls under the Maharashtra Minimum Wages Notification. As per my knowledge in Maharashtra different DA is declared for different Industry. You have to check to which category (Industry) and Zone your factory is related to.
Zone I:- comprises of areas falling within the limits of all Municipal Corporations, and Industrial areas within 20 Kilometers radius from all the Municipal Corporations limit.
Zone II:- areas falling within the limits of all “A”, “B”and “C” Grade Municipal Councils and Cant. areas.
Zone III:- comprise of the all other areas in the state not included in Zone-I and Zone-II
2. If the appropriate govt for the area is "Central Govt" (Because you have mentioned Airport Authority Area and generally Airport comes under Central Govt.), then the Minimum Wages will be on basis of Notification issued by "Chief Labour Commissioner (C)" .
There the MW is defined on basis of Industry, Skilled Category and Zone (A, B & C).
So, first you have to check who is Appropriate Govt., accordingly further clarification can be provided.
