Any law passed by the Parliament or any State Legislature, after receiving Presidential assent, will come into force upon notification by the Central Government or the respective State Government. However, the enforcement of an Act is not possible without framing rules under it. Since labor is a subject falling under the Concurrent List, for any Central Act, both the Central and State Governments must frame their own rules. As most of the States are yet to complete the framing of their State Rules under the Code on Wages, 2019, the enforcement notification is getting delayed; that's all.
