Factory Act or Shops Act? Minimum no. of leaves? How to stop PF/ESI?

Company has 2 lathe machines in his small godown. Is it factory or a shop and establishment? The company has had always employees <=10 but has PF/ESI from past 10 years.
Now, company wants to know whether he can stop his PF/ESI? Also, if it is a factory, under which labour ACT of minimum wages does it come? (that is steel mills or general engineering or something else)
Also, what is the no. of leaves to be provided by company if it is a
a) Factory or b) S&E ?
