Employee policy - need to make entire policy including travel allowance, foreign travel allowance - How to start?

Hi guys! I need help I am making a company's policy but I don't know where to start how to start also need to make entire policy including travel allowance, foreign travel allowance please help me how to start where can I can get all policy-related form and other necessary details.
