CLC Annual Return - Penalties for Not Filing Annual Returns

I have a private security agency. I have never filed the annual CLC return. What is the process to file those now, and what are the implications of not filing? Can I file delayed returns? What is the penalty, etc.? Please advise.

You can file delayed returns if you have missed the due dates. Delay is always better than never done.
