Prohibited area by the Ministry of Home affairs - let me know the modalities for eligible criteria to register under this act?

It is well known that most of the places/industries are declared as PROHIBITED AREA by the Ministry of Home affairs. Can anyone please let me know the modalities for eligibility criteria to register under this act and how to go on with it? Please can you share the notification No 21/20 POLL(1) Dated 04.05.1963
